If you create and assign an Elastic IP to an instance in a public subnet with an routing in from an Internet Gatewat then it persists during reboots and restarts, plus you can recreate a new instance and re-assign it, it's totally flexible.
Using the standard allocated public IP means it can change upon certain events like a cold stop/start etc.
For further actions, you may consider blocking this person and/or reporting abuse
